Fifa to make refereeing changes for future World Cups

Fifa – referee system to change

By David Bond
BBC Sport Editor, Johannesburg

Goal-line technology is back on the agenda after Fifa revealed this World Cup is set to be the last tournament under the existing refereeing system.

Fifa general secretary Jerome Valcke told the BBC that TV replays showing Frank Lampard scoring a goal against Germany was a “bad day” for organisers. And Valcke suggested changes will be made before the 2014 World Cup.”We’re talking about a goal not seen by the referee which is why we are talking about new technology,” said Valcke.Fifa’s general secretary also suggested that the use of two extra referees positioned on the goal-line – a system trialled last season in the Europa League and set to be used in the Champions League this coming season – might be used in future World Cups.

Lampard effort not given

“Let’s see if this system will help or whether giving the referee an additional four eyes will give him the comfort and make duty easier to perform,” added Valcke.”I would say that it is the final World Cup with the current refereeing system.”Although Valcke’s comments will be interpreted as a change of policy by Fifa following the International Football Association Board’s (Ifab) decision to reject goal-line technology and other aids for referees in March, the Fifa general secretary wants the whole approach to refereeing to be reformed.

“The teams and the players are so strong and so fast. The game is different and the referees are older than all the players,” said Valcke.

“The game is so fast, the ball is flying so quickly, we have to help them and we have to do something and that’s why I say it is the last World Cup under the current system.”Fifa president Sepp Blatter has repeatedly rejected calls for the introduction of goal-line technology or TV replays, insisting an element of human error has always been a part of the game.Opponents have also pointed to concerns over universality – that all levels of the game should be subjected to the same rules and methods of refereeing.

The referee waves the Mexico and Argentina players away

Tevez puts Argentina into controversial leadBut following the Lampard “goal” in England’s 4-1 defeat by Germany and Carlos Tevez’s offside strike for Argentina against Mexico in a game the South American side won 3-1, Blatter performed a U-turn, saying that it would be a “nonsense” not to reopen the file on technology.Ifab – the game’s rule making body which consists of representatives of the English, Scottish, Northern Irish and Welsh FAs as well as four representatives from Fifa – is due to hold a meeting on 21 July where the issue is expected to be discussed. But Valcke said it was unlikely serious discussions would be held until a further meeting scheduled for October.

Lineker backs appeal system

In March, Ifab heard presentations from two companies pitching to introduce systems which they say provide definitive proof when the ball has crossed the line for a goal. But both the proposals from Cairos Goal-line technology, which uses a microchip inside a football and magnetic fields around the goal line, and Hawk-Eye, which uses six television cameras positioned around the goal, were rejected.

The Cairos system was tested by Fifa in the World Club Championships in Japan in 2007, but despite their claims that the test was a success, Ifab again rejected the proposal in March 2008.

606: DEBATE

It was debated again in 2009 but again turned down.

Both Hawk-Eye and Cairos insist cost is not an issue as they offered to pay for the installation of the system in return for a share of sponsorship rights.Ifab also turned down the chance to introduce the system of two extra referees positioned on the goal-line in time for the World Cup in South Africa.

Europa League: Lecky books dream ticket as Portadown shock Skonto Riga

Skonto Riga 0 Portadown 1 (Portadown won 2-1 on aggregate)

Proud Portadown manager Ronnie McFall hailed as heroes every one of the 13 players who wrote their names into the club’s history last night. The Shamrock Park men celebrated victory on European soil for the first time when Richard Lecky’s 29th minute strike gave them a 1-0 victory over Skonto Riga, to record a 2-1 aggregate triumph in the Europa League. And that means a place in the second round of a European competition for the first time in 36 years. An injury time equaliser from Juris Latvians in last week’s first-leg looked to have given the Ports a tough assignment on their trip to the capital of Latvia. They claimed the historic win, however, when Lecky volleyed home inside the six-yard box after the returning Kevin Braniff had weaved his way past three defenders on the right of the penalty area before delivering a dangerous cross. Now the Ports will face Qarabag of Azerbaijan in round two. The first-leg of that tie being away from home next Thursday, presenting the club with a logistical nightmare in trying to organise a trip at such short notice.“It’s a great moment, but it hasn’t really sunk in yet,” said McFall.“We’re just enjoying the moment right now.

“We’ve achieved a lot in the past, but never won in Europe before and for lads like Richard Clarke, who have been with the club for a long time, it is fantastic.“He was magnificent, but it wasn’t just down to one player, it was a great team performance and we thoroughly deserved it too over the two legs.“We kept our shape, kept our discipline and although we had to defend, we threatened on the break.“Over the 90 minutes I don’t remember David Miskelly having a significant save to make.”While not wanting to single out individuals, McFall did point to Braniff’s presence in the side — the Northern Ireland international had missed the first-leg due to a holiday — as having an important impact.“Having Kevin Braniff back made a difference and he was superb for the goal that won the game for us,” said McFall.“They couldn’t handle him at all and he caused the Skonto defence all sorts of problems from start to finish. He’s a different class and even among full-time professionals, a lot of whom are internationals, he wasn’t out of place.”The £75,000 cash bonus for reaching the second round will also be a major boost for the Ports, especially given the fact that they estimated their financial loss from having to spend the 2008-09 season in intermediate football at £100,000.“Having to play in the Championship cost the club a lot of money and brought it to its knees, so this win is worth a lot to the club overall,” added McFall.“It’s a very welcome boost, because all clubs in our league are finding it tough right now. It’s not all about the money though. When you go out onto the pitch you want to win, you don’t think about how much it is worth and the feeling we are enjoying doesn’t come from money.”McFall was helped in his triumph over Skonto by Derry City manager Stephen Kenny, who masterminded a European victory over the Latvians a year ago.Now though McFall will be on his own as he tries to prepare to face his next opponents, the totally unknown Azerbaijan side, who beat Metalurg of Macedonia to earn their clash with the Ports.“We’ll try to find out what we can as quick as we can,” he said.

PORTA SOTTO L’OMBRELLONE……….
